The Idea.

The revitalization of downtown Redding began nearly three decades ago through grassroots community efforts aimed at transforming a once-neglected area characterized by empty parking lots, shuttered buildings, and a controversial mall structure into a vibrant city core. Early initiatives included events like MarketFest and the restoration of the historic Cascade Theatre, which served as catalysts for broader change.

Turning Point.

Over a decade ago, three makeover projects marked a turning point: the revival of the Cascade Theatre, the redevelopment of the Placer and California streets corner into Cascade Square, and the demolition of the old Greyhound Bus Depot on Butte Street to create the White Building. These efforts were supported by organizations such as Viva Downtown, operating under the Main Street America model, which focused on economic vitality, design enhancements, organizational partnerships, and promotional events to foster community engagement.

New Developments.

In recent years, the City of Redding's Downtown Specific Plan has driven further progress, including the reintroduction of the historic street grid, underground utility upgrades, bike and pedestrian-friendly corridors, and mixed-use developments like the Market Center and Block 7, which replaced an old parking deck with modern offices, housing, and a solar-equipped garage. Significant funding, such as a $24 million grant secured from the state in 2018, enabled new development.
